The Tobacco Products and Electronic Delivery Systems Control Bill represents a significant step in South Africa's efforts to align with global health standards. The morning session featured the Consumer Goods Council of South Africa (CGCSA), while the evening sessions included presentations from Sun International, Tsogo Sun, and Rebel Revolution Vape. 

Teenage Vaping on the Rise: What the Data Shows

South Africa is experiencing a sharp increase in teenage vaping—an issue that has put urgency behind the Bill’s vaping clauses. A 2024 study in 90 school across South Africa by researchers from the University of Cape Town found:

  • 16.8% of high school learners are current e-cigarette users.
  • Nearly 30% of Grade 12 learners reported regular vaping.
  • In some schools, up to 46% of learners use vapes.
  • 88% of teen users reported using nicotine-containing vapes.
  • 11.8% of students said they can’t get through a school day without vaping.
  • 24.9% reported withdrawal symptoms like anxiety and anger when they couldn’t access their vape.

These findings echo a growing global concern that e-cigarettes are not only widely accessible to teens but are also fostering early nicotine dependence, undermining years of progress in tobacco control. (full study here)
